Just as we expected from looking at the link, we have more information to give before our orders can be carried out. In this case, we need to specify which region to scout.
We see a map of the surrounding regions, and a list of the regions bordering our own. Rueffilo, the region Rasputin is currently in, is listed among them. Why? Trained scouts are capable of discerning troop Combat Strength as well as just numbers. It is often useful, then, to have a scout examine the region your character is in for that reason, as well as simply to have a scout report to pass on to your superiors.
Beside each region's name is the name of the realm that owns it. Rogue regions belong to no realm at all.

Scouting gains you detail information about regions that is not available from the region list, such as troops currently located in that region. However, it takes one hour of your time to brief and debrief the scouts.

Your trained scouts will give you detailed information about troops in their destination, including an estimate on their combat strength.
